Committee on Basic Relations
The Committee held five meeting on December 8, 10, 12, 16 and 18, 1964 respectively.
It was agreed at the first meeting that the discussions at this Committee should be expedited so as to level up, within the year if possible, the degree of its progress at least to those of the other Committees in view of the fact that no substantial discussions had been made since the conclusion of the Third Korea-Japan Overall Talks.
At the second meeting, both sides submitted the draft essentials of their positions on the problem of basic relations between the two countries, and respectively made explanations thereon. By the order of the Committee, working-level officials of both sides met informally to agree tentatively on the items to be taken up for discussions at this Committee. The List of items is attached hereto.
As for the kind of agreed document, the Korean side took the position that it should take the form of a 'treaty' while the Japanese side took the position that it should take the form of a 'joint declaration.'
Through an overall exchange of views on the items agreed to be taken up for discussions, the outline of the positions of both sides has been clarified. It was agreed at the last meeting that both sides should come up with more detailed positions, preferably in the form of draft agreements, for substantial negotiations at the Talks to be resumed next year.

1. Establishment of a new relationship based upon mutual respect for sovereign rights.
2. Maintenance of permanent peace and of good-neighborly and friendly relations.
3. Promotion of the common welfare.
4. Contribution to the maintenance of peace and security in Asia and in the world.
5. Reference to negotiations between plenipotentiary delegations.
6. Names of plenipotentiaries.
7. Reference to the fact that agreements were reached as a result of the negotiations.
8. Liquidation of the past relations and confirmation of the fact that treaties or agreements concluded between Korea and Japan on and before August 22,1910 are null and void.
9. Establishment of diplomatic and consular relations.
10. Article regarding commerce and navigation.
11. Article regarding civil air transport.
12. Principles of the agreements to be concluded separately on the pending problems including the Korean Claims, etc. , or the confirmation of the settlement of the various pending problems by separate agreements.
13. Equal division of submarine cable.
14. Confirmation of the fact that the Government of the Republic of Korea is the only lawful government, and of the purpose of the provisions in Article 2 of the Treaty of peace with Japan signed at San Francisco and the United Nations General Assembly resolution 195 (III).
15. Problem of the administrative jurisdiction of the Government of the Republic of Korea.
16. Respect for the principles of the United Nations Charter.
17. Article regarding the settlement of disputes on interpretation.
18. Article regarding ratification.
19. Languages.
