Committee on Fisheries and "Peace Line"
The Committee held five meetings on December 7, 9, 11,15 and 17, 1964 respectively.
In connection with the regulation of fishing, the Committee first took up the problem of establishing Zone E and the principle of regulation in Zones B and C. The Korean side strongly asserted the necessity of setting up Zone E for the reason that this area covered a very important wintering Zone for various stocks of fish, while the Japanese side insisted that it saw no reason for establishing such zone of regulation. As for the principle of regulation in Zones B and C. new efforts were made to solve the related problems.
The regulation of fishing in Zones A and D was also a subject of discussions at this Committee, but no substantial progess was achieved.
Discussions were made on other issues such as the method of drawing straight baselines as well as on the fishery cooperation including the amount and terms of fishery loans. In this connection, both sides generally reiterated their provious positions.
It was noted that through these discussion, the positions of both sides on the various points at issue in general and several technical points in particular were made clear.
