I met Vice Foreign Minister Yamada and Asian Affairs Director Iseki from 6 to 6:30 p.m. at Japanese Foreign Ministry this evening. At this meeting, I made the following representations :
1. As regards the reported Japanese attempt to deport 45 Koreans of postwar category who were under parole aboard the second " Repatriation ship," I told them that, if the above report proved true, I considered it useless to continue the Korea-Japan talks. Yamada said that he as well as Immigration Bureau Director Katsuno had no knowledge of it and that they would immediately make investigations on it. I strongly requested them that, if the 45 Koreans under reference were included in the list of would be "repatriates" for the second shipment, they should be excluded therefrom at once. Yamada said that it is doubtful whether the report was grounded and that he would anyway make investigations thereon and let know sometime tomorrow on the result of the investigations. My impression is that they are also taking this issue very seriously (after my representations to Yamada and Iseki, Counsellor Chin contacted North-east Asia Section Chief Nakagawa over telephone and strongly urged that, if the news report is true, the Japanese Government should take immediate action to remedy the situation. Nakagawa replied that he took note of Counsellor Chin's representations and that he had already started investigations on the issue under instructions from Asian Affairs Director Iseki. Judging from these facts, the Japanese Government seems to be very embarrassed over the issue).
2. As regards our proposal to bring the deportation issue before the ICJ, Yamada handed me an Aide Memoire refusing our proposal. I said that it is deeply regrettable that Japan had refused our fair proposal. The full text of the Aide Memoire will be sent via a separate cable.
