THE GIST OF TALKS SECOND SESSION Meeting of THE COMMITTEE ON KOREAN CLAIMS

3. Gist of Talks:
Mr. Lee:
I would like to open hereby the Second Session of the Committee on Korean Claims.
Mr. Shoji:
We agreed at the previous meeting that we would discuss today on whether or not the Sub-comaittees works are to be commenced.
Mr. Lee:
Yes we did so. In this connection, I would like to propose that, instead of continuing the meeting of the Committee, we will begin the Sub-committee works.
Mr. Shoji:
No objection.
Mr. Lee:
How do you like to arrange matters in regard to the proceeding of the two Sub-committees?
Mr. Shoji:
If you so agree, we would like to exchange the list of the members of the respective Sub-committees, though the lists, of the Committee members (the main Committee) were already exchanged. Further, we are ready to submit to you the lists concerned of the Japanese side.
Mr. Lee:
So are we with the list of our side.
(The Chief Members of both sides, exchanged the lists of members of the Sub-committee on Vessels and the Sub-committee on Claims, the contents of which are as attached to the end of this record)
Mr. Lee:
Since we have agreed to commence the Sub-committee works, I do not find any particular matters to take up for discussions at this Committee meeting at the present time. How do you like, therefore, to set the dates for the meetings of the Sub-committees before closing this Committee meeting?
Mr. Shoji:
(Silent)
Mr. Lee:
I would like to propose the dates for the meeting of Sub-committee on Claims to be on May 30, 1958 (Friday) and of Sub-committee on Vessels on June 3, 1958 (Tuesday).
Mr. Shoji:
For the Sub-committee on Vessels, coming Tuesday might be good. What could be the first agenda item for the Sub-committee on Claims?
Mr. Lee:
I would like to know what would be the true intention bebind your question about the agenda? the matter is to be decided upon at the Sub-committee meeting. Furthermore the subject items for the Sub-committee were already decided at the Plenary Session.
Mr. Shoji,
I understand that Ambassador Limb said at the Plenary Session that the art objects and vessels would be included in the subjects of discussion at the Committee on Korean Claims However, it is My understanding that a sub-committee for the art objects was not set up.
Mr. Lee:
What I understood is that, though a Sub-committee on art objects was not established separately, the matter mart objects was to be taken up and settled at the Sub-committee on Claims.
Mr. Shoji:
The point is that we understand and that we will not discuss the, matters concerting the art objects at any sub-committee That is a so what I heard from the Ministry of Foreign Affairs (Japanese). I consider the question on art objects is still pending.
Mr. Lee:
I can hardly understand the question brought up by the Japanese It is my knowledge of the fact that "Art Objects and other claims" are the subjects for discussion for the Sub-committee.
Mr. Shoji:
We are of different views in this regard, and, therefore, I wanted to clear it out. In this connection, I mould like to designate Mr. Takeno for our side to adjust the difference with a representative of your side.
Mr. Lee:
It is quite a surprise for us to face mach a question brought up by the Japanese side. That is quite unexpected, since "Art objects and other claims. were already decided logically to be discussed et the Sub-committee on Claims and, further, the "Art objects " was to be the first item for discussion.
Mr. Shoji:
We just wanted to know of the Korean stand, and we did not understand the thing that may. Therefore, I mould like to have Mr. Takano conduct talks with your representative in order to settle this matter.
Mr. Lee:
Whereas the matter on art objects is a very important item for discussion, it is hardly understandable to discuss on the subject outside the meeting of the Sub-committee on Claims.
Mr. Shoji:
We understand it well that the Korean side put a weight on the "Art objects". But it is our position that though the art objects would be the subject of discussion at the Committee on the Sub-committee Vessels nor that on Claims.
Mr. Lee
From the logical point of view, once the Committee is divided into divided into two sub-committees the problems for discussion covered by the main Committee shall be accordingly divided into one of those two sub-committees.
Mr. Shoji:
That is the reason why we raised the question now. As for the Japanese side, we wanted to arrange with you a method of taking up this matter within the Committee on Korean Claims.
Mr. Lee:
Mr. Shoji, the Japanese Chief Member of this Committee, has said that the "Art objects. shall be discussed in this Committee but not at any Sub-committee under it. However under the premise that the both Sub-committees were established to work out the problems which this Committee covers and that the Sub-committee on Vessels was set up for the obvious purpose of handling the problem of vessels, nothing could be more logical than that the problem of art objects be discussed at the Sub-committee on Claims. Besides, it is very difficult for us to understand the Japanese stand in this regard suggesting a different method, to say no more of the fact that it was completely a surprise to us.
Mr. Shoji:
Since the opinions of both sides are found conflicting, we would like to have time to reconsider the case. Therefore, I would like to propose to hold another meeting of this Committee.
Mr. Lee:
It would be hardly understandable not to discuss the problem of art objects at the relevant sub-committee. However, if the Japanese side is unable to make on-the-spot decision, it would be useless to sit here any longer. Therefore, if the Japanese side desires so, we would agree to holding another meeting of this Committee. Though It was all the surprise to us to confront such an unexpected question raised by your side, I would have no objection to having Mr. Choi for our side contact with Mr.Takano for your side to discuss and meet out a solution.
Mr. Shoji:
If so, how about to open the Sub-committee on Claims after arriving at an agreement on this matter, though we have no objection to holding the meeting of the Sub-committee on Vessels on coming Tuesday?
Mr. Lee:
Why don't we reserve for the time being the setting of the dates for the sub-committee meeting
Mr. Shoji:
No objection.
Mr. Lee:
Since it is necessary to continue the meeting of this Committee, how about to meet again on May 29 1958 (Thursday)?
Mr. Shoji:
No objection. And how about the place and time to be Room 211 and 3 p.m. respectively?
Mr. Lee:
No objection. As to the Press Release, for today's meeting, let us release information as did yesterday, without mentioning the exchange or the list of the members of the Sub-committees.
Mr. Shoji:
No objection.
