Imperial Government received with abhorrence the news of infortunate disturbance in Seoul. From the reports which have been hereto received, it appears that happened from intrigue with Taunkun^{주 001}

of newly trained soldiers who desired to revenge themselves in consequence of their disbanding being lately threatened by Queen's party. As there is a rumour that same japanese were implicated in the affairs, strict investigation has been ordered and for that purpose, officials of Imperial Government will be dispatched to Seoul Specially, and in case any japanese be found implicated in the affairs, they shall be duly dealt with. Imperial Government sincerely hope that on mis standing should be entertained by Russian Government regarding this regretful event.
