재일한인 북송저지를 위한 한국 측 대응
Dear Dr. Kim:
I have been instructed to acknowledge the receipt of your letter of July 10, 1959, addressed to His Excellency the President.
First of all, I wish to express my hearty appreciation to you for your hard and good work at Geneva in contacting the ICRC authorities to block Japan's attempt on the deportation of the Korean residents in Japan to the northern part of Korea. As for draft essentials of our proposal to the ICRC which Minister Yong Shik Kim had submitted, the Government made thorough studies thereon and its views have been communicated to Minister Kim. I trust that he will handle the matter most discretly so that it may bring the best advantage to our cause.
Regarding you suggestion on improvement of the staff and working facilities, I think the problem is settled since the Government has decided to establish our Mission in Geneva, for which necessary arrangements have been completed. Your idea on the creation of an International Affairs Section in the working organization of our Red Cross is a fine one
and I hope you will take up the issue for materialization with Health and Social Affairs Minister Sohn when you return to Seoul.
Your remarks on the Korea -Japan talks have been perused with particular attention and we will make special studies on those points you mentioned.
