THE DELEGATION OF THE COVERNMENT OF THE REPUBLIC OF KOREA TO THE XIXTH INTERNATIONAL RED CROSS CONFERENCE

Dear Mr. President :
I have the honour to refer to the conversation exchanged between Mr. Choi, Kyu Hah of my delegation and Messrs. Gallopin and Mitchel representing your esteemed Committee on October 31, 1957 regarding the problem of the issuance by the ICRC of travel documents to 48 Koreans in Japan.
According to the report to me from Counsellor Choi, Mr. Gallopin said to Mr. Choi that "the ICRC has no intention to issue travel documents to Koreans in Japan for the time being, but in case of necessity in future, the Government of the Republic of Korea will be given advance information thereof". As Mr. Choi said in response to Mr. Gallopin's statement, your proposition is not fully acceptable to this delegation.
Although I appreciate your continued effort to solve this problem, I am obliged to repeat that no such travel documents should be issued to any Koreans in Japan, as the Government of the Republic of Korea made representations to your Committee on many occasions in the past. In order to clarify the position of this delegation on this matter, I enclosed herewith a Memorandum concerning Travel Documents Issued by ICRC to Certain Koreans and hope that you will give a favourable consideration there to.
