ANNEXED UNDERSTANDING
In the expectation that the general talks between Japan and the Republic of Korea will be resumed from March 1, 1953, and that the problem of the treatment of Korean residents in Japan, including arrangements for the acceptance of deportees, will be discussed and settled without delay at those talks, the Government of Japan will, until satisfactory arrangements are made, refrain from detaining those Koreans who have been residing in Japan since prior to the end of World War II to keep them in the Aliens Detention Camps. In releasing the Korean residents detained at the Aliens Detention Camps, necessity for the help for their livelihood during the initial period after their release will also be taken into consideration.
