THE KOREA-JAPAN WORKING COMMITTEE FOR THE PREPARATION FOR RESUMPTION OF THE OVERALL TALKS AND FOR IMPLEMENTATION OF THE TERMS AGREED UPON AT THE PRELIMINARY TALKS ...... No.1
1. Time and place :
From 3 p.m. to 3:45 p.m. on January 7, 1958, at the Japanese Foreign Office, Tokyo.

3. The gist of talks:
DIRECTOR ITAGAKI
It is very grateful for both countries that the long pending preliminary talks have been brought to a successful conclusion, thus materializing the mutual release of the detainees. The purpose of holding this meeting is to implement the terms agreed upon at the preliminary talks, and to prepare for resumption of the overall talks to be resumed on March 1, 1958. We are here to discuss the detailed procedural matters in connection with the mutual release of the detainees.
MINISTER YIU
I am also happy to note that the preliminary talks have been concluded successfully. I earnestly hope that the both sides will work out most suitable plans so that the mutual release of the detainees may be implemented at an earliest possible date. Matters concerning the preparation for resumption of overall talks will be discussed at the next meeting, and at this meeting, I will begin with my proposals on the implementation of the mutual release of the detainees.
MINISTER YIU
I like to propose that the both sides exchange lists of the detainees. We would like to have lists of the Korean detainees - one concerning the Korean detainees who will be released in Japan, and the other concerning the illegal entrants who will be deported to Korea. I want the Japanese side to prepare the above-mentioned two lists separately.
I think it is necessary for the Korean Mission to issue certain certificate to those illegal entrants. In this connection, the Korean side needs three pictures each of those detainees.
In the meantime, when the Korean detainees are going to be actually released in Japan, we want to dispatch a few Korean officials to the camps for on-the-spot observation.
DIRECTOR ITAGAKI
I think the lists of the Korean detainees will be ready within a few days. When ready, we will hand them over to your side. On the other hand, we request the Korean side to provide lists of the Japanese fishermen detained in Pusan and of the fishermen who are now inprison. The Japanese side will furnish three sheets of pictures of the Korean detainees as it has no objection to the issuance of such certificate by the Korean Mission. As to dispatching of Korean officials to the camps, the Japanese side has no objection.
MINISTER YIU
We will hand the list of the Japanese fishermen to your side within a few days.
DIRECTOR IZEKI
What I figure now is that we can release about 90 Koreans in Japan once every five days successively due to complicated procedural process. Therefore it will take about one and a half months to complete the release of about 470 Korean detainees in Japan. Other than the above Koreans to be released in Japan, there are about 1,200 illegal entrents now under detention and about 2,000 illegal entrants who are out on bail, all entrants are subject to deportation to Korea.
MINISTER YIU
As to the art objects, the Korean side would like to have list of art objects as stipulated in Oral Statement(referring to those art of which immediate transfer is Possible.)
DIRECTOR ITAGAKI
I think it will take quite a time, but the Ministry of Edu▣...▣ preparing for it. As soon as the list is ready, I will hand it over
DIRECTOR ITAGAKI
As to the Koreans who will be released in Japan, the Japan considering that those Koreans who have guarantor in Japan will be earlier, and then those without guarantor will be released later arrangements being made with certain social work organisations, ▣...▣
As to the travel means, the Japanese side will provide vessels for both Japanese fishermen in Korea and Korean illegal entrants in Japan.
MINISTER YIU
As to the Japanese fishermen in Korea, the Korean side will ship them to Japan by Korean vessels. If possible, the Korean ships which will transport the Japanese fishermen to Japan may transport, ontheir return trip, those Korean illegal entrants back to Korea.
DIRECTOR IZEKI
As the entrance of the Omura port is narrow and small, the Japanese side is obliged to use a small type of Ship which can transport about 300 persons at a time.
DIRECTOR ITAGAKI
Since Japanese ships will be sent to Korea to transport Korean illegal entrants, how about carrying back those Japanese fishermen aboard the same Japanese vessels on their return trip?
MINISTER YIU
The Korean side will provide its own vessels to transport Japanese fishermen in Korea, as I have just mentioned above.
DIRECTOR IZEKI
The number of illegal entrants who are out on bail will not increase any more in the future. The statistical study in the past shows that about 80 Koreans enter into Japan illegally in a month.
DIRECTOR ITAGAKI
In case the Japanese fishermen will be transported by Korean vessels, the Japanese side would like to dispatch a few officials end doctors to the Korean repatriating vessels.
MINISTER YIU
In this regard, I will check with my home Government. By the way, it is recalled that the Japanese side attempted to deport those Korean residents to be released in Japan to Korea in the past, thus brewing unnecessary conflicts between the two countries. Therefore, I would like to draw your attention to this matter.
DIRECTOR IZEKI
We will take note of it.
MINISTER YIU
When should the next meeting be opened?
DIRECTOR ITAGAKI
As soon as the lists of both sides arse prepared, we will inform your side of the date for next meeting.
DIRECTOR IZEKI
Does the Korean side want pictures of those Korean detainees to be released in Japan?
MISTER YIU
Yes, We do. We need two sheets each.
MINISTER YIU
What will be your programme to provide livelihood to those released Koreans as stipulated in the signed documents?
DIRECTOR IZEKI
The Japanese side would like to release those Koreans who have relatives or guarantors in Japan in the first stage. I think about 200 Koreans have no relatives nor guarantors in Japan. Therefore, we are going to find jobs or guarantors for them.
DIRECTOR ITAGAKI
I request the Korean side to repatriate the Japanese fishermen as soon as possible in consideration of the fact that their early return is awaited by Japanese.
MINISTER YIU
The Korean side has the same desire. Therefore, the Japanese fishermen will be repatriated to Japan as soon as possible. We want your side to release those Koreans at the earliest possible date.
DIRECTOR ITAGAKI
Do you have any suggestion in connection with the resumption of the overall talks?
MINISTER YIU
Nothing particular in mind now except the list of the art objects, as I mentioned above. We will discuss about the resumption of the overall talks later after the lists of the detainees of both sides are exchanged.
DIRECTOR IZEKI
As soon as a part of the lists of the Korean detainees is prepared, the Japanese side will send it to your side.
