Attached Understanding
With the expectation that the overall talks between Japan and Korea will be reopened on , 1957 and that the problem concerning the treatment of Korean residents in Japan, including a standard tor the acceptance of deportees, will be discussed and agreed upon at these talks, the Japanese Goverment will refrain from detaining, for the purpose of deportation, those Koreans who have been residing in Japan since prior to the end of war and who have violated criminal laws and regulations of Japan, until satisfactory arrangements are made.
Further, consideration will be given to providing for the livelihood of Korean residents to be released from the Aliens Detention Camps(during an initial period after their release).*
