At 11 this morning I called on Australian Ambassador Sir Alan Watt for a courtesy and talked about half an hour. He replaced Dr. Ronald Walker, who is now Australian Representative at the United Nations.
Sir Alan told me that he had briefly visited Korea in 1951 with External Affairs Secretary Casey, as he was Undersecretary for Mr. Casey. At that time he was privileged to be received by Your Excellency and Mrs. Rhee.
I asked him about the Arafura pearling dispute with Japan, to which he replied that although the issue is still pending, there is an interim agreement every year with Japan whereby annual quota and restrictive areas are decided and the situation is quite peaceful. He added that recently the Australian position has greatly been strengthen as the greater majority of nations in the world supported the idea of continental shelf.
He explained to me that although he was not too familiar with the present fisheries dispute between Korea and Japan, he believed it is greatly different from the Australia-Japan pearling dispute, as the former asserts jurisdiction over fishing resources in the water, while the latter claims and asserts the right to pearl shell and other potential resources on or in the continental shelf. That is why, he said, many nations' support for the idea of continental shelf at the recent Law of Sea Conference greatly strengthened the Australian position.
I said that we in Korea had to maintain our peace line for the purpose of security and protection of fishery resources from unrestricted exploitation by highly-advanced technic of the Japanese fishing industry. At this point, Amb. Watt said that he quite understood our position, because he was fully aware of difference of the situation of each country. He said, as a matter of fact, one of the reasons why Australia does not assert the right to the waters is that she herself sends many vessels around Indonesian waters which are just above the Australian continent.
I was interested to hear that Australia and Japan opened their diplomatic relations in 1940 for the first time. The Australian Embassy is located close to our Mission and an dignified and impressive building.
