MEETING ON ADMINISTRATIVE LEVEL BETWEEN THE TWO DELECATIONS
A meeting was held at Room No.212 of the Japanese foreign Office during the time between 3:50 p.m. and 6:10 p.m. on April 17, 1958, between Counsellor Choi, First Secretary Chin and Mr. Kang, Asia Section Chief, for the Korean sids and Counsellor Takano, Mr. Suganuma, Chief, Asia First Section and Mr. Tsuchiya for the Japanese side to make prearrangements in preparation of the Second Plenary Session to be held on April 22, including prodedural matters and, the gist of talks at this meeting is as follows
1. Our side explained our view that the number of main committees of the overall talks be four instead of five and the claims committee be dicided into three subcommittees, in accordance with the instructions from the Government. Our side also expressed our view on the procedural matters for the fourth overall talks, such as language, compiling of summary records, press release, etc. In this connection, our side told the Japanese side that the prearrangement be completed as soon as possible so that they could be promptly formalized at the second plenary session of the overall talks on April 22 and that actual works of the overall talks may be plased on the line from April 23.
2. The Japanese side raised no particular objection to mere procedural matters for the overall talks, but reserved its view on the composition of the committees and sub-committees. The Japanese side told us that it would express its view on the composition of the committees sometime tomorrow afternoon (April 18).
3. The Japanese side referred to their plan that Japanese Chief Delegate Mr. Sawada is going to Make a general statement at the second plenary session on April 22. The Japanese side explained, in this connection, that the general statement, making general observations on pending issues between the two countries, would clarify Japanese views regarding the works of the fourth overall talks.
4. From purely technical point of view and in the light of past experiences that reading statement by one side and countering it by the other side with respect to principles for the settlement of issues would not only cause undesirable delay of the actural work of the conference but arouse unexpected misunderstandings or conflicts of views, our side told the Japanese side that it would not be advisable to exchange general statements by both sides from the beginning of the overall talks.
