My Lord,
Up to today, the French Government had received no official intelligence of the Treaty concluded between Japan and Corea. I have therefore communicated to the Duc Decazes its chief stipulations as contained in the telegram from Sir H.S. Parkes, a copy of which was inclosed in Your Lordship’s No. 332 of the 11th instant.
His Excellency states that when the French Government is in possession of the requisite information, it will be quite disposed to form with Her Majesty’s Government in concerting any measure which may seem desirable in the direction of commercial negotiations with Corea.
