Item 1. I had conversation with Asian Bureau Director Iseki for about forty minutes from 09:30 today (Aug 7) at KAYUKAIKAN by latter's request. At this meeting Mr. Iseki stated as follows: (1) It is defficult for the Japanese side to accept the Korean Aide Memoire of August 5th as it is. Therefore, the Japanese side requests that the wording "with a particular concern to settle the issue which caused the current tension ... the humanitarian nature of it" be deleted by the Korean side from the aide memoire. Otherwise, the Japanese side has to insert an expression in its reply aide memoire to the effect that the deportation issue does not affect the everall talks. Point (2). Upon my insistance of our position in this regard, Iseki personally suggested that, if the Korean side insists on its Aide memoire of August fifth, both sides might proceed to make preliminary arrangements for an early resumption of the overall talks without written reply by the Japanese side to the Korean aide memoire of August 5th, He added that in this case, the Korean aide memoire should be kept strictly confidential.
Item 2. I am schedulad to see Japanese Vice-Foreign Minister Yamada at 4 PM today and at this meeting the date of the resumption of the overall talks is expected to be decided in accordance with telephone instruction from Vice-Minister Kim at 11 AM this Morning, on the basic of point (2) of item one above. I will cable tonight on the result of my meeting with Yamada as above.
Item 3. When the date of the resumption is decided at the meeting with Yamada this afternoon, I would like to be authorized to fly to Seoul on Saturday, August 8th, if seat is available, or on Monday, August 10th. Government authorization within today for my trip to Seoul will be highly appreciated.
