SUMMARY RECORD
Counsellor Marshall Green of the U. S. Embassy called on Political Bureau Director Young Choo Kim at 4:30 p. m. April 15,1960 at the latter's office. The following are the gist of conversation which took place at the above meeting for about 15 minutes.
Counsellor Green stated that it was his understanding that the two Delegations of Korea and Japan started discussion today (April 15). In this connection, the Japanese side is attaching significance to early repatriation of 29 Japanese fishermen who have served out their sentences as of April 9, 1960 and who are presently detained in Pusan camp. Recalling the fact that the repatriation to Japan on March 31, 1960 of 167 Japanese fishermen served greatly in fostering favorable atmosphere for Korea -Japan relations, Mr. Green said that an action on the part of the Korea Government for the remaining fishermen would be most helpful in providing good atmosphere for smooth progress of Korea -Japan talks.
Mr. Green said that this was not a formal representation but an informal U. S. view and that he wished to communicate to the Korean side the anxiety of the Japanese Government to see early repatriation of 29 Japanese fishermen. He added that this view had been conveyed to Vice Foreign Minister Choi by Ambassador McConaughy at certain social occasion and that the Japanese Foreign Office also informed of their anxiety to Ambassador Yiu who,they believe,would have reported to the Korean Government thereof.
Director Kim said it was true that there were 29 Japanese fishermen who have served out their sentences and who are presently held in Pusan camp. Although he is aware of the Japanese anxiety over their repatriation to Japan, he had nothing to say as to when these Japanese fishermen would be repatriated Mr. Kim stated that he would report to the Ministry of the U. S. view on this matter.
