The Korean Mission presents its compliments to the Ministry of Foreign Affairs and, with respect to the reported shipment to the northern part of Korea of 42 Korean illegal entrants into Japan, has the honour to make the following representation:
It is reminded that Ambassador Tai Ha Yiu of the Mission, at his meeting with Mr. Hisanari Yamada, Vice-Foreign Minister, and Mr. Ynjiro Iseki, Director of the Asian Affairs Bureau, on December 18, 1959 expressed his deep concern over the press report that 42 Korean illegal entrants, who had been out on parole from the Omura Detention Camp, were included in the list of the so-called "repatriates" scheduled to be shipped out to the northern part of Korea aboard the so-called second "repatriation" ships, lodged a most energetic protest thereto, and requested them to remedy the situation immediately, if the report proved true.
Despite the above representation made by Ambassador Yiu, the 42 illegal entrants were reported to have been sent to the northern part of Korea aboard the so-called "repatriation" ships on December 21, 1959.
Reiterating that the firm position of the Republic of Korea opposing the so-called "repatriation" by Japan of Korean residents in Japan, who have been residing in Japan since prior to the end of World War II, to the comunist-occupied slavery in the northern part of Korea remains unchanged, the Mission wishes to point out that, if the afore-said press report is true, the action on the part of the Japanese Government in this regard is at variance with the terms of the agreements signed on December 31, 1957 at the conelusion of the Korea-Japan Preliminary Talks and the repeated commitments made thereafter by the Japanese Delegates at the Korea-Japan Working Committee.
It is also pointed out that, if the Japanese Government allowed those illegal entrants to proceed to the northern part of Korea, it was tantamount to providing the communists with a way-atation for their infiltrations into the Republic of Korea for the purposes of espionage and subversive activities.
In view of the above, if the press report is true, the Korean Mission is obliged to loge the most energetic protest with the Ministry and to request that the latter make clarification on the matter immediately.
