Hon. Gideon Welles
Secretary of the Navy
Secretary of the Navy
Sir:
I have the honour to acknowledge the receipt of your communications of the 17th April last, enclosing copies of letters from the Secretary of State and our Consul at CheeFoo, China, Mr. Sanford. In reply I have to state that Commodore Goldsborough, my immediate predecessor, in compliance with the declared intention of the late Admiral Bell, dispatches the Shenandoah, Commander J.C. Febiger, to Corea, to enquire after the survivors of the General Sherman reported to be imprisoned or detained in that country.
The enclosed report of Commander Febiger, and his correspondence with the authorities, may be taken as conclusive that there are no survivors of the General Sherman, nor is there a vestige of the vessel above water.
I believe these people as to the manner of the destruction of the schooner, how far they are justified in destroying her, remains an open question.
The insult to the flag requires a more unconditional apology than the one already made. If this country becomes settled before the close of the season, so that vessels can be spared, a force will be sent to Corea for that purpose.
