A MEETING ON AN ADMINISTRATIVE LEVEL G ▣▣ FOR DRAFTING A STATEMENT TO BE RELEASED, REGARDING THE RESUMPTION OF THE OVERALL TALKS.
1. Time and place : From 4:30 p.m to 7:00 p.m. on April 9, 1958 at Room 320 of the Japanese Foreign Ministry

3. Gist of talks:
MR. SUGANUMA :
I heve before me a copy of the draft statement regarding the resumption of the overall talks, which was handed by Vice foreign Minister Yamada to Master Yiu as a new proposal of the Japanese Government, at a meeting better them held early in the afternoon, today. As I think that you have seen this draft statement under refernce I would like to have your comment on it. (A copy of the Japanese draft statement is attached hereto)
MR. CHOI :
Before doing so, I take this opportunity to make a few remarks on works to be done in general at this meeting on an administrative level for the drafting of statement to be released, on the basis of which higher level talks may be held. I think that, as a result of sincere efferts to break the deadlock, differences in the stands of the both sides are being adjusted. In this connection I hope that both sides at the meeting will work hard in a connection way to work out a mutually satisfactory draft statement, is a desire to pave the way for highler level talks.
Now, referring to the draft statement your side newly proposed, so far I see, the first paragraph is same with that of the draft statement proposed previonsly by the Korean side, and it seems to me that the secoud paragraph up to ... December 31, 1957, would have no perticular difficult point▣...▣ the meaning thereof would be almost same with that of the draft ststemant proposed by the Korean side on April 8. However I would like to propose that the last phrase , including the problem of the repatriation of the Japanese fishermen," be deleted on the ground that the foregoing paragraph covers all the problem and therefore, propriety for the inserting of the said phrase in tin statement would not to recognised.
MR. SUGANUMA :
The insertion of the said phrase in the statement is considered necessary in view of the domestic political reasons. I mean that the vace on the Japanese side should be saved insomuch as Japan called off the opening of the overall talks on March 1, in connection with the problem of the repatriation of the Japanese fishermen.
MR. CHOI :
If me went to express specific problems, there will be many things to he pointed out by the Korean side for example, Koran detainees issue, etc. I think I understand the domestic situation in your country in commection with Korea-Japan relations in our country. However I hape you will also realize that the same thing can ce said of the domestic feeling in Korea in regard to Korea-Japan relations. Therefore. I think it would be wise to avold any specific expressions on particular Matters such as Japanese fisherman' or 'Korea detainees, etc in working out draft statement at the meeting, taking into consideration the domestic reasons of the both countries and with a view to saving faces on both sides.
MR. SUGANUMA :
I understand what you mean well, but it is difficult to delete the said phrase. I would like to propose that the meeting this evening be adjourned till tomorrow morning. In the meeting. I appreciate vary much the friendly talks we have exchanged this evening. I will study over the question tonight to make reconciliation in this regard. and I hope you mill also study over the matter.
MR. CHOI :
We have exchanged this evening frank view of both sides in good atmosphere in constructive I way and I hope that this atmosphere will continue at this meeting to be remained tomorrow morning. I will also study over the questions tonight.
