KOREAN DIPLOMATIC MISSION IN JAPAN
The Korean Diplomatic Mission in Japan presents its compliments to the Diplomatic Section of General Headquarters, Supreme Commander for the Allied Powers and has the honor to acknowledge receipt of the latter’s note of October 13, 1951 addressed to this Mission.
This Mission takes particular notice with appreciation of the fact that the Japanese Government agrees to our proposed scope of agenda or the general outline for discussion regarding the coming conference between the representatives of the Governments of Japan and Korea.
In the opinion of the Korean Government, matters that should come up first for discussion are the major problems satisfactory solution of which will pave the way for the re-establishment of diplomatic or commercial relations by our two Governments. However, the Korean Government is willing to take up first the question of legal status and citizenship of the Korean residents in Japan as suggested by the SCAP.
In the light of the past role the United States has played in the various aspects of the relationship between Japan and Korea, it is the opinion of the Korean Government that the SCAP should participate in the projected discussion with the view of effecting mutually satisfactory solution of the problems now pending between Japan and Korea.

The Korean Government further hopes that it will be definitely understood that when the discussion either settles or finishes the talks on any of the problems suggested either by the Japanese or the Korean Government, the session will continue so as to consider all of the outstanding problems that have to be settled by the two Governments.
As temporary measure, the Korean Government has appointed Dr. You Chan Yang, Korean Ambassador in Washington to represent the Korean Government with Ambassador Jung mo Shin as alternate. In the latter’s absence on account of illness, Messrs. Chin O Yu and Song Bon Lim, and Dr. Hong kee Karl who will be the members of the Korean Delegation will participate in the discussion.
