My Lord,
I had this day the honor to forward to Your Lordship, via Shanghai, the following Telegram in cypher:
“Regarding Japan and Corea, the Chinese are greatly alarmed, but can do nothing. The Coreans reject their advice to make terms.
I doubt that Russia has promised more than landing for Japanese troops.
French Charge’ d’Affairs is moving French government to send powers to come one to treat with Corea if Japan opens country.
No hurry, but should Your Lordship approve similar measure, powers had better be sent to JJ. M Lyation in Japan, rather than to me. My hands will be full here, and China would put constructions on the proceeding that Japan will not.”
