1. The Delegation is right in stating to the Japanese side that the Sub-Committee should proceed to Agenda item B only after the settlement of the problem of Agenda item A pursuant to government instructions OJ No.1851, and this position still remains unchanged;
2. After perusal of gist of talks of the 19th session of the Sub-Committee, we wish to know whether the Japanese side has no question on the vessels other than 6 concerning which it raised up questions at the above session of the meeting;
3. There is no reason why the Delegation should not present the second list covering next group of vessels. But we still doubt how the presentation of an overall list of vessels within the scope of Agenda item A could expedite the proceeding. In this connection, instructions OJ No.4099 still remains standing.
4. Please question what the Japanese side means when it said "received the list for reference".
5. We should avoid discussion on legal interpretation of the documents concerned at the meeting; but please request the Japanese side to present its legal point of view in writing if it has any; if the Japanese side is ready to raise up an issue in writing, we are ready to counter its argument in writing.
6. The Delegation is advised that what is important at this stage of negotiation is to sound out as soon as possible what the Japanese side is really intending to do on this issue.
