LETTER FROM FOREIGN MINISTER CHUNG WHAN CHO TO PRIME MINISTER NOBUSUKE KISHI

Excellency,
The Government of the Republic of Korea is deeply concerned about the tragic deterioration of relations between our two countries.
All over Korea, the people are rising in active expression of hostility toward plans of the Japanese Government to send Korean residents of Japan to slavery in north Korea.
Our people are saying that they had hoped Japan was going to do what was just and fair, so that our two countries could live together in friendship. But now, our people say, it has become evident that Japan has no desire to maintain peace with Korea. They demand that action be taken to compel Japan to desist from these inhumane deportations.
It is becoming very difficult for the Korean Government to subdue the people's excitement at the likelihood of their compatriots being handed over to the Communists,
I am speaking very frankly, because if you desire to save the situation, action will have to be taken quickly to assure our people that the Japanese Government will not proceed with its plan, which can only be regarded as a terrible crime against the Korean people and nations.
I appeal to you, therefore, to make a momentous decision and bring this fateful crisis to an end, because the situation cannot continue as it is.
By persisting in its present course, Mister Prime Minister, your Government is doing a great disservice to the Free World's anti-Communist cause, Insistence upon sending Korean nationals to Communism will be a disaster of incalculable proportions. The Korean people, having regard to the forty years of oppression by the Japanese Government, already consider it as the final hostile act against them.
I therefore once again urge the Japanese Government to take the necessary urgent action to relinquish Its plans and thus avoid a catastrophe,
