Facts on the deportation and KJ talksAn editorial comment appearing in the Manchester Guardian in its issue of August 14, 1959 titled "Conciliation" on the issue of deportation of Korean rosidents in Japan is clearly an expression of high- minded journalistic offorts to bring the true picture to the attention of the worlds However, the following points should be made clear so that the record can be set straight.
Firstly, the Manchester Guardian stated as if the so-called Calcutta agreement for deportation of Korean residents has been formally approved by the International Committee of the Red Cross. This is in direct contradiction to the fact, It is unknown what was discussed or understood behind scene between ICRC and JRC on this issue. But the ICRC had nothing to do with the signing of the Calcutta agreement as it has repeatedly made clear to that effect, The agreement was drafted and signed solely between JRC and northern Korean puppet RC strictly of their own accord. The ICRC is not going to play a part stipulated in the agreement, but merely to take its independent role in ascertaining the free will of individuals.
Secondly, the editorial pointed out that Ambassador Dowling had played a hand in talking the Korean Government into offering Japan "unconditional talks." It is true that the Korean Government asked the Ambassador for his good offices in the deportation issue. However, it was the Korean Government that took an initiative for unconditional resumption of
Korea-Japan talks with a view to easing current tension between the two countries, thereby contributing to an enduring peace and security in Northeast Asia.
Thirdly, the editorial gave an impression as if the Korean stand an "freedam of choice of residence" was greatly modified and the principle is exactly the case with the Korean residents in Japan who allegedly wished to go to the northern part of Korea But this principle cannot in any way be applicable to this particular case of Korean residents in Japan. In other words, the Korean Government remains unaltered in its position on the deportation issue.
