TRANSLATION
PRESIDENT SHIMADZU'S TALK ON TEE PROLONGATION OF RETURN ACCORD
July 31, 1961
Japanes Red Cross society received telegram from the North Korean Red Cross Society on July 29 proposing to prolong Calcutta accord for one more year. We replied in the affirmative today.
We think it is clear that the repatriation of all the applicants for return could not be completed within the term of validity of the Present accord. However, considering from current situation of applications, it is also an undeniable fact that the repatriation operation has passed its peak.
Accordingly, although the accord is now extended for one more year, we may finish the operation at any time during the course of prolonged period if the situation requires to do so.
Such being the situation, we do not think prolongation of this accord will be considered next year. Accordingly we hope the Koreans wishing return would take formalities as quickly as possible.
