FOR VICE-MINISTER'S STUDY SIGNIFICANCE OF THIS NOTE VERBALE
1. To remove misunderstanding which might be entertained by the public as if some understanding shortly before December 14 were our concession to admit tacitly the deportation scheme.
2. To put on record that we exhaused efforts since February for amicable settlement of the issue, thus clearly recording that the so-called repatriation was carried out unilaterally and arbitrarily.
3. To build up a bridgehead from which to jump to the place of the possible ICJ strategy.
TIMING FOR PRESENTING THIS NOTE
1. If "Negotiation Strategy" brings about no result, immediately.
2. If by "Strategy", we gain something tangible, immediately.
3. If the present negotiation is not concluded, December 10.
