TO: President of the United Nations General Assembly; Secretary General of the United Nations ; Governments of the 16 United Nations Alliens in the Korean War ; Representative of the International Committee of the Red Cross.
On February 13,1959, the Government of Japan, at a cabinet meeting; decided to depert to north Korea those Korean residents who are allegedly decirous of being sent to north Korea. The deceitful decision to deport free people to slavery, made under the plea of so-called "humanitarian viewpoint," "freedom of choice of residence," and even "the Universal Declaration of Human Right," will lead to a grave situation in which the principal significance of freedom, which the free world has been pursuing constantly with dear prices and sacrifices the end of World War II, will be detroyed and denied grossly.
As is well known all over the world, how can we expect any sort of "Humanitarianism," "Fundmental freedom of mankind," or "human right,"to be guaranteed in the communist totalitarian sphere?
During the Korean War, refugees estimated at approximately four million come down to south in quest of freedom.
This plain fact eloquently testifies to the hellish misery and communist terrorism in north Korea, consequently exposing the falsity of the Japanese Government 's decision. Only enforced labor, forced concentration, and slavery lie ahead in north Korea.
In other word, deportation of Korean residents of Japan to the communist area is an inhumane deed to enslave freedom-loving people quite contrary to what the Japanese claim, humanitarian viewpoint.
Most of the Koreans residing in Japan are those who were forcibly mobilized as laborers during the Japanese domination for aggressive war staged by Japan against the United States, Great Britain, and France, and who have impoverished by the inhumane oppress - on and ill-treatment by Japan during and after the War.
The Japanese Government intends to deport those pitiful brethren of ours en masse to the communist north Korea, fabricating that,"they are desirous of being sent there," in collaboration with those communist agents in Japan, who stage desparate propaganda and agitation with an enormous amount of money and commodities and well organized threat.
This is obviously a brutal and barbarious deed which does not care about ways and methods for a success, and which is opposed to the principle of freedom.
The people of the Republic of Korea firmly oppose the decision of the Japanese Government for the following reason:
1. The decision betrays the entire free world, not to speak of the 16 U.N. member nations that fought communist aggressors in the Korean War at the sacrifice of dear human lives and huge materials. It also nullifies the supreme spirit of the U.N. Permanent peace of mankind and the principle of collective security, at the same time violating the fundamental spirit minifeated in the Universal Declaration of Human Right.
2. By abrogating unilaterally agreements and Memoranda made between Korea and Japan in the past, it benefits our enemy strongthending the war capacity of the communists by transterring free people to increase their armed forces and labor. It is an outright act of ▣...▣,threatening the Republic of Korea.
3. Through carrying out this retime, Japan tries to gain economic profits by ▣...▣ of ▣▣ening Red China and the Soviet Union as well as north Korea, simuitaneously attempting to gain outsideed benefits by its double diplomacy with both the free world and the communist bloc.
Such an ambition is a betroyal to the generous treatment Japan has received from the free world.
4. The Japanese scheme to deport 117,000 Korean residents of Japan in connivance with the communist plot is absolutely inhumane, and the people of the Republic of Korea strongly oppose the attempt to deport them by the good office of the International Committee of the Red Cross.
Praying for the health of Your Excellency and the prosperity and development of your people, we cordially request that you take a positive step to stop the inhumane scheme of Japan, taking the above mentioned facts into consideration.
