Sir:
I have the honor and pleasure to acknowledge the receipt of your letter of this date in which you inform me that you had received a communication from His Excellency, Li Hung-chang, Viceroy of Chih-li, and Minister for Foreign Affairs under date at Tientsin 24th July 1880, in which letter His Excellency has done me the honor to express a desire to have a personal conference with me on some matters of importance and for which purpose His Excellency has invited me, if possible, to a personal interview at Tientsin.
I feel gratified by the confidence which His Excellency has thus placed not only in me but in the country to which I have the honor to belong.
Be pleased to convey to His Excellency my earnest desire to meet him, and to state that as soon as I can, consistent with my duty to my own Government and by its permission, I will do myself the great pleasure of visiting him at Tientsin. At the present moment it would be difficult for me to say at what precise time I will be able to accomplish this purpose, but I trust and believe it will be very soon.
In the meanwhile, Mr. Consul, I desire to thank you for the communication forwarded to me and to express my appreciation to the full extent of the kind wishes, contained therein-
I have the honor……
