Sir:
I have the honor to enclose a report of the operations in Corea which appeared in the Shanghai News Letter of July 11th, with editorial comments thereon. In the editorial you will observe an ungenerous allusion to the diplomatic part of the expedition. This is quite in keeping with what has heretofore appeared in that paper in regard to the Corean Expedition as well as matters in China with which the Legation has had anything to do.
To prevent any misapprehension I desire to say that, in my opinion, this and all former articles of the same nature have not been promoted or approved of by Admiral Rodgers, with whom my relations have been and are most cordial and agreeable.
Public rumor attributes the authorship to an entirely different source, but whether the report be true or not, I do not know, nor shall I enquire.
