Address of Mr. YIM, Korean Delegate
I would like to express my heartfelt respect to the Government of Japan with regard to the fact that in the San Francisco Peace Treaty, Japan expressed her readiness, under a wise and long-sighted consideration, to enter into the negotiation of fishery agreements with interested countries to set up friendly relationship between her neighbors. And I have honour to regard this meeting as an illustration of putting into practice the sincerity expressed by Japan.
In the past centuries, there were not few countries which insisted on the unilateral right of the littoral nations over the high see fishings. However, the insistence was not quite accepted for approval internationally at that time. And since it has been probable, by dint of the scientific studies of the experts in the fishery fields, that some kinds of fish in high seas might be eradicated because of the surprisingly rapid development of fishing techniques attained in the last several decades, every littoral nation has been competitively practising various measures to support the enduring development and preservation of this vitally important food resources, restricting or forbidding the fishing in certain high seas, and this effort shall be devoted more and more as time goes on. Thus, it has come to be a question on the establishment of new international order, how we could adjust the interest of those littoral countries in the high sea resources complying with the principle of justice and fairness. And it is for this reason that the deep minded politicians pointed out in the San Francisco Peace Treaty the necessity of solving those problems.
It is a really hard task to set forth uniform principles between these countries, because it may get still harder at this time when there exist big differences in the actual situations which the relevant neighbors are facing. However, I am sure we will reach the successful solutions of those problems through frank and orderly discussions, because we are convinced of such enthusiasm of the Governments of the Republic of Korea and Japan as to solve the problems, looking throughly into the reality of our standpoints.
