Your Excellency,
I am at present preparing a manuscript for publication under the auspices of the Canadian Institute of International Affairs. The subject is the question of national jurisdiction seaward, with particular emphasis on the recent development in the field of international law - the doctrine of the 'continental shelf'.
It has come to my attention that the Government of your country has laid claim to the Korean continental shelf. Newspaper reports indicate that there is some controversy between Japan and your Government arising out of the seizure of certain Japanese fishing vessels in the waters above the area claimed to be part of the Korean continental shelf.
If it would be possible, for the sake of completeness and accuracy in the manuscript, to make available to me details of the act by which your country's Government asserted its claim to the Korean continental shelf, memoranda and notes exchanged in connection with the above mentioned dispute with the Government of Japan, and any other material which you may consider useful to such a manuscript, I would be most grateful.
I have also asked the Government of Japan for similar material expressing their point of view.
Your Embassy in Washington, when I wrote them recently in this connection, suggested I write you directly in the above matter. I hope that your country's Government will find it possible to help make the manuscript a most complete and authoritative work.
