Summary Record of the First Session of the Fisheries Committee

3. Addresses of the Chief Representatives
The session was opened by the address of Mr. CHIBA, Japanese chief representative, summary as per attached Annex No. 1, which was reciprocated by the address delivered by Mr. YIM, Korean chief representative, summary as per attached Annex No. 2.
4. Resume of proceedings
a. Procedural Matters
Mr. CHIBA made, and Mr. YIM accepted, the following proposals to handle the proceedings of the Committee in line with those of the Plenary Sessions of the Conference:
i) Any one of the three languages of Japanese, Korean and English could be used and the language used by each delegate will be recognized as the official one. Interpreting will be done by the listening side on its own responsibility.
ii) Summary record of proceedings of each session will be drafted in English alternatively by Japanese and Korean delegations. The draft agreed upon by both will become official record of the Committee.
iii) Press releases will be made to the extent agreed upon by both delegations. No press releases should be made in case agreement is not reached.
b. Then, Mr. CHIBA broached the Draft Japan-Korea Fisheries Agreement (Ref. Annex No. 3) which had been brought before the second Plenary Session. Explaining the reason why the Japanese Government proposed the draft agreement, Mr. CHIBA stated that it was drawn up according to the spirit of Art. 9 of the Peace Treaty as well as the Draft Japan-Korea Treaty of Amity and following the principle of the freedom of the high seas, having in mind the importance of fishery resources in the seas around Korea and the necessity of their conservation and development. The session then, proceeded to the reading of the draft agreement. The reading was followed by a short explanation, by Mr. CHIBA, of the gist of the preamble and each article of the text of the draft agreement. The Japanese Delegate made an additional remark to the effect that the Schedule referred to under Paragraph 2, Art. 4, which was not proposed at the same time with the draft agreement was intended to be proposed on an appropriate occasion after ascertaining the Korean views about the proposed agreement as a whole. Then, Mr. YIM stated that he would ask some questions at the next session about wordings and interpretations of the text.
5. Next session
It was agreed that the next session would be held on Feb. 22 at 2 o’clock in room No. 411, Ministry of Foreign Affairs.

A press release for this session was proposed by the Japanese delegation and agreed to by the Korean Delegation.
