Your Excellency:
I have the honor to acknowledge the receipt of your communication, dated at Tientsin, April 23th, 1882, in which your Excellency informs me that in consequence of your application, His Majesty, the Emperor of China, has been pleased to direct that Ma-Hietchong, an expectant Taotai of the honorary title of the second rank has been appointed to proceed to Corea, in a man-of-war of the Chinese Imperial Navy to act as an intermediary for facilitating the final arrangement of a treaty between the United States and Corea.
This appointment was signified to me by your Excellency during a personal interview at Tientsin and at that time met with my approbation. The appointment of such an officer will, I have no doubt, be regarded by the Government of the United States as an evidence on the part of the Government of China of its desire not only to facilitate, but to perfect a treaty of lasting friendship between the Government and people of Corea and the country which I have the honor, on this occasion to represent.
I take this occasion to inform your Excellency that in an interview with Ma Taotai and Admiral Ting, held yesterday, it was arranged that such of the vessels of the Chinese Imperial Navy as were destined to proceed to Corea, should leave Chefoo on the morning of the 7th inst., while I promised them that we would follow these vessels to a pre-determined anchorage on the Corean coast on the morning of the 8th inst.
Your Excellency will, I am sure, concur with me in the opinion that if this treaty is to be made it is advisable to proceed at once, in order that no further obstacle may intervene to prevent.
I avail myself of this opportunity to express to your Excellency my appreciation of your Excellency’s earnest endeavor by means of this treaty to create another alliance between my own country and one in the great east, which hitherto has not entered into the family of nations.
I have the honor to subscribe myself, with great respect, Your Excellency’s most obedient servant.
