SUBJECT: Release and Repatriation of the Last Group (122) of the Japanese Fishermen
1. According to the terms agreed upon at the conclsion of the Korea -Japan preliminary talks on December 31 last year, the Japanese fishermen who had served out their sentences and were being detained at Pusan as of then were to be repatriated to Japan by February 15. Out of the 922 Japanese fishermen who fell under this category, 800 have already been repatriated, and there now remain 122 awaiting repatriation.
2. There had in the past been great concern on the part of the Japanese Government over the remaining Japanese fishermen; in these days, however, there has been no such clamor for their release and repatriation. Nevertheless, it is deemed advisable to release and repatriate the last group of the Japanese fishermen now, if they are to be released after all sometime in the future, for the release of those Japanese fishermen at a timewhen there is an apparent tranquility over the matter would make our position clearer, demonstrating that we do not regard the detention of Japanese fishermen as a part of bargaining in the Korea -Japan negotiations. It would also enable us to appearl to world opinion that any responsibility for failure in the current negotiations rests solely with the Japanese Government.
3. Moreover, according to our best judgement in the course of our negotiations with the Japanese, the present Japanese Cabinet, headed by Nobusuke Kishi, is better for us to deal with than other preceding cabinets. Assuming that the continuating with the Japanese, the release of the last group of the Japanese fishermen now would help the Kishi force to be in the better form in the general election, which is only ten days away, and would in the long run contribute to our own cause in the Korea -Japan overall talks.
4. If this recommendation meets Your Excellency's approval, I shall carry out the necessary and repatriation of the last group of the Japanese fishermen.
