The Government of the Republic of Korea today released through its Embassy in Washington a white paper entitled "The Korean View of Japan's Scheme to Deport Korean Residents in Japan."
This 16-point document accused Japan of having violated an agreement with the Republic of Korea in attempting to send the Korean residents to the Communist occupied northern half of Korea. It also declared Japan may have "ulterior designs and motives" affecting Korean sovereignty and territory.
The "White Paper" makes these major points in reviewing the deportation controveray
1. The Deportation Plan affecting Korean residents in Japan was unilaterally announced by Japan on January 30, 195, while the recessed 4th Korea-Japan Talks were expected to be resumed momentarily. On April 13, the Japanese opened negotiations with the Communists at Geneva to sell Korean nationals to Communist slavery.
2. Japan attempted to utilize the International Committee of the Red Cross as a cover for their unilateral action but then dropped insistence upon ICRC supervision when the Communists objected.
3. Some 1,340,000 Koreans already have been repatriated to Korea. The 600,000 who remained have been discriminated against by the Japanese Government, Which has not compensated them for employment as forced laborers during those years before the end of World War II.
4. The Government of the Republic of Korea is ready to accept a voluntary mass repatriation, provided Japan, pays compensation to these people, the amount to be fixed bilateral negotiations.
5. To deport the Koreans to Communism would be inhumanitarian and in contravention of the Declaration of Human Rights, becase the communists neither permitnor respect freedom in choice of domicile.
6. The claim that a large number of Koreans wish to go to theocupied north is Communist propaganda. The so-called expressions of intent to leave Japan were obtained by bribes, deceit, and forcible means.
7. Augmentation of Communist manpower through the deportations would aid and abet Communism in its aggression against the Republic of Korea and the United Nations forces standing guard there.
8. The Republic of Korea is the only lawful government on the Korean peninsula - so recognized by the Free World and Japan itself - and its citizens cannot be deported by Japan without its consent.
9. Because Communism constitutes a slave system, and slavery is prohibited by international law and justice, the deportations would be a transgression against civilized morality and behavior.
The "White Paper" also asserts that "the deportation scheme is undermining all hope of friendship and cooperation between Korea and Japan."
The status and future of the Korean residents were under discussion by the fourth Korea-Japan Conference when Japan announced its deportation plan suddenly. As a result, direct negotiations between the two countries have not been resumed on the residents' status question and other differences.
Korean Government sources have declared that the conference can be resumed as soon as the Japanese abandon the deportation attempt and give indication of sincerity in trying to reach an overall settlement with Korea.
