SUBJECT, Discusion concerning the memo prevented by Minister Han to the White House
In response to a request from the State Department, Ambasendor Yang
called on Mr. J. Graham Parsons, Assistant Secretary of State for Far Eastern Affairs, at his office in the State Department, at 4:30 o'clock this afternoon. Mr. David Baine, Directer of the Northeast Asian Affairs Section, Minister Pyo Wook Han and First Secretary Iho were present at the meeting.
Mr. Parsons said that he was asked to call Ambassador Yang about the memo recently presented to the White house by Minister Han. Ambassador Yang
immediately replied that the memo had been handed over to one of the Minister's friends in the White House, for his informstion, while they were playing golf. He explained that it was done as privately, and had nothing to do officially with the Embessy. Ambassador Yang added that he, of course, had no intention of by-passing the State Department. The White House took it up officially and "shot dowu's the State Department, ▣...▣ Mr. Parsons told the Ambassador, also saying that he wanted to pass this on quietly. Amb. Yang answered
that he knew the State Department was the only, right place he should deal 4th, and explained, again, it was the same type of thing be (the Ambassador) bad dome unofficially, in the past, with many Americans such as, Mr. )Murphy, Mr, Robertson and same Congressman.
Then, the Ambassador turned to the, deportation issue, requesting same thing he done before an explosion. He insisted the United States press the Japanese into not following through with the deportation for the sake of the United States as well as Korea. Ambassador Yang, quoting an article which appeared in the July 20th issue of TIME magazine, in which Japan was defined as the orphan of Asia, stressed that Japan should show, first of all, her sincerity to the world.
He blamed the Japanese "smlie-selling" policy and asserted that Japan Should change
her attitude before Korea and otter Asian countries came to place their trust in her.
Mr. Parsons said, Korean and her people must be very prudent about the deportation issue. He hoped our sense of frustration had not been increased by the July 10th article of Constantine Brown, in the Washington Evening Star, (A copy of the article is herewith attached). Ambassador Yang recalled to Mr. Parsons the fact that Japan had been unfair and had done many injustices since World War 1, and has referred es President Rhee's unification plan as marching up to the north, Ambassador Yang explained that in the present, critical, political situation in Korea, there is no other way for unification, and eagerly supported the President's plan. The Ambassador, however, assured Mr. Parsons that Korea would not take any action without price consultation with the United States.
Ambassador Yang than referred to a 50-50% ICA regulation for carrying
aid goods from the United States to Korea had requested the State Department support the Korean proposal of using counterpart funds to more foreign flags in carrying these aid goods to and from the United States.
To this, Mr. Parsons answered, hs would look into the matter, even though it was a difficult one.
