Dear Minister Kim:
I have been instructed by His Excellency the President to acknowledge the receipt of your letters Nos. 17 through 22, respectively addressed to His Excellency the President.
The Ministry particularly perused and carefully studied the draft "ESSENTIALS OF OUR RED CROSS PROPOSA TO ICRC " which you recommended in your letter No.18 dated July 13. I am enclosing herewith a paper stating the Ministry's points of view on the draft proposal.
