AGREED MINUTES

With regard to the repatriation and the treatment of the Koreans who have been residing in Japan since prior to the date of the termination of hostilities of the Pacific War (hereinafter referred to as Korean residents in Japan ), the Delegates of the Governments of the Republic of Korea and of Japan to THE LEGAL STATUS COMMITTEE have reached agreement in principle on the following, in the course of the negotiations at the 4th Korea-Japan Overall Talks :
1. The property rights of those Korean residents in Japan who repatriate to the Republic of Korea shall be respected. Negotiations will be made concerning the methods of and procedures for taking home of their property.
2. The Government of Japan shall accord the status of permanent residence to those Korean residents in Japan who will remain in Japan and recognize the rights they enjoy, excepting franchise and the eligibility for public offices. Negotiations will be made on deportation criteria.
Both Government will conclude as soon as possible an agreement on the basis of the principles as set forth in 1. and 2. above.
