AIDE MEMOIRE
With reference to the proposal to resume unconditionally the Korea -Japan overall talks which was made by Ambassador Tai Ha Yiu of the Korean Mission in Japan on July 30, 1959, Foreign Minister of Japan replied that the Government of Japan agreed to such unconditional resumption of the overall talks.
Taking note of the above-mentioned acceptance of the Korean proposal without any condition on the part of the Japanese side, the Korean side wishes to propose to the Japanese side that the two sides proceed to make preliminary arrangements for an early resumption of the overall talks with earnest and sincere desire to settle all the issues that have been pending between Korea and Japan and with a particular concern to settle the issue which caused the current tension between both countries for its settlement is very urgent because of the humanitarian nature of it.
