Key Points from the 9-Article Agreement on Repatriation Between Japanese and North Korean Red Cross
Article 1:
i. Persons desiring repatriation will include such Koreans resident in Japan who have acquired Japanese nationality, unless ineligible for repatriation under the Japanese laws.
ii. Persons desiring repatriation will complete necessary formalities in person.
Article 2:
Change of will may be permitted until the certain designated time prior to the actual boarding of vessels.
Article 3:
For the purpose of certifying the voluntariness of the persons concerned and insuring the compatibility with the Red Cross principle, the International Committee of the Red Cross will be asked to take necessary and appropriate steps.
Article 5:
The present agreement will come into force not later than three months after the signing, -- a group of 1,000 will be assembled at Niigata every seven days.
Article 6:
In case persons desiring repatriation choose to leave their properties behind, such property rights will be honored.
Article 8:
ii. In case persons desiring repatriation desire settlement of their nationality, necessary cooperation will be offered by both Red Cross
