KOREA-JAPAN CONFERENCE

The First Conference

1. Time: First half : From October 20, 1951
To November 28, 1951

Second half : From February 15, 1952
To April 21, 1952

2. Cause of the break-off.

All the Japanese ■■■■■■ies in Korea were vested in the United States Army Allied Military Government in Korea in accordance with its Ordinance No. 33 and were returned to the Republic of Korea Government upon the establishment of the Republic of Korea through “■■■■IAL ■■■■■■AL AND PROPERTY ■■■■■■■■ ■■■■■■■ THE GOVERNMENT OF THE REPUBLIC OF KOREA AND THE GOVERNMENT OF THE UNITED STATES OF AMERICAN, signed on September 11, 1948.

Japan recognized the transfer of title and all actions taken by the United States Army Military Government in Korea in accordance with the provisions of paragraph b. of Article 4 of the Japanese Peace Treaty which it signed at San Francisco. However, Japan ■■■anded the title to and claims on former Japanese properties in Korea by applying Article 46 of ■■■■■ Convention concerning the Laws and Customs of Load warfare and also the theory of trust in Anglo-American Law.

These unreasonable Japanese claims caused the break-off of the first Conference.

 

KOREA-JAPAN CONFERENCE

The Second Conference

1. Time: From April 15, 1953
To July 23, 1953

2. Cause of the adjournment.

During the actual discussion, a considerable progressive was made. However, Japanese delegation proposed the adjournment of the Conference simply with the intention of making the Conference favorable to them in view of them existing political situation in Korea preceeding the Korean Political Conference stimulated in Korean Armistic Agreement.

It was not a break-off out a sort of an agree adjournment.

 

KOREA-JAPAN CONFERENCE

The Third Conference

1. Time: From October 6, 1953
To October 21, 1953

2. Cause of the break-off

At the second ■■ceting of the Property Claims ■■■■■■dites hold on October 15, 1954, Mr. ■■■■■, Chief delegate of Japan made the following statement.

1. Evacuation of Japanese nationals from Korea to the maintained of Japan by the Allied Powers was in violation of international Law.

2. The establishment of independent Korea before the conclusion of San Francisco Peace Treaty was in violation of International Law.

3. The disposition of all of the Japanese properties in Korea by tne United States Army Military Government’s Ordnance No. 33 was in violation of International Law.

4. CAIRO Declaration which described the state of the Korean people as that of enslavement is only an expression of excitement embraced( I was historic) by the Allied Powers at the time of hostilities.

5. Japanese Compulsory occupation of Korea for 36 years has given a lot of benefits to the Korean people.

Minister Yong Shik Kim, Chief delegate of Korea thereupon announced the statement refuting ■ubot■’s utterance and demanded the withdraw of his utterance. Japan, however, made no response to our request and refused to withdraw their unfounded charges. Therefore, the Conference was break off.
