Representative of the Japanese Government at the First Meeting of the Japan-Korea Talks

Mr. Kim, Representative of Korea and gentlemen,
On this occasion of opening the Japan-Korea talks, I take a great pleasure to extend my heartfelt welcome to you, Mr. Kim and other members of the Korean Government.
First of all, I would like to point out that Japan and Korea, bound by close geographical and historical ties, should naturally be on the most friendly terms and cooperate freely and fully with each other. We should do so especially now in the face of the cold war that goes on in various parts of the globe. In this connection, it is truly regrettable that normal relations between the two countries have not been established yet. The last Japan-Korea Conference broke down mainly because the both parties stuck too much to their own views and principles. If we do that again, we are bound to fail once more. Therefore, I believe, you gentlemen will all agree with me when I say that a spirit of friendliness and conciliation on the “give-and-take” basis should prevail over the whole series of the meetings to follow.
Let us get together and work together in that spirit. This time we must, gentlemen, succeed.
