Japanwill seek more favorable conditions than that of West Germanyin negotiating with the United stateson the repayment of GARIOA and EROA funds extended to Japanduring the occupation.
Top leaders of the Finance Ministrymet yesterday to discuss Japan's stand in the negotiations to be held between Finance Minister sisuku satoand U.S. Secretary of Treasury Robert Rnuersonshortly.
Sato is leaving TokyoSeptember 23 for the United Satesto attend the general meetings of the World Bank and the International Monetary Fund.
Finance Ministryleaders agreed that Japan's basic stand should be as follows:
1. Repayment of the debt should be more Favorable than under the West Germanformula.
12. The money to be returned should be utilized for a joint Japan- U.S.purpose such as development of Southeast Asia.
The Finance Ministryexpects the details such as determining the total amount of debt and the amount to be returned by Japanon the basis of the total worked out at subsequent negotiations to be held in Japanfollowing Sato's return.
The United statesclaims that Japanshould repay ＄600 million under the West Germanyformula. The formula calls for repayment of one - third of the total GARIOA and EROA funds after deducting Japan's claims against the United States.
The Finance Ministrycontends that Japanshould be granted a formula more favorable than that of West Germanyin view of the fact that Japanhas huge reparations obligations with a number of nations whereas best Germany's reparations payment is only with Israel.
It also pointed. out that West Germany's economy is more sound since it has Y6,000 million in foreign currency reserve against Japan's ￥1,000 million.
