Sir:
I have the honor to enclose a copy of the communication from the Hon. John A. Bingham, U.S.Minister to Japan, with the copy of a letter from His Excellency Mr. Wooyeno, Acting Japanese Minister for Foreign Affairs; also a copy of the official translation of a letter from the Corean Minister of Ceremony and a copy of my reply to Mr. Bingham.
While I consider that the Corean that the Corean matter is not entirely concluded, I think that I am authorized to predict an unfavorable result—without some exhibition of force upon the Corean Coast it will be difficult to convince that Government of earnestness of purpose, secluded as it has been for so many countries from contact with the outside world.—
A movement, however, has been inaugurated by the Ticonderoga which in all probability will not stop until Corea is open to commerce and foreigners permitted to visit its shores under treaty protection.
The ship’s movements after the full completion of this work and her return to the United States have been heretofore fully reported to the Department.
