My dear Mr. Ambassador:
Attached is a copy of a memorandum to Ambassador Chang in Washington, a letter to General MacArthur, and copies of various correspondence, conference minutes, and documents relating to the question of the return to Korea of the fishing and ether vessels belonging to Korea under the previsions of U.S. Military Government Ordinance No.33 which are being held wrongfully by Japanese citizens.
I shall be very grateful if you will use your good offices to induce the American authorities having jurisdiction over this matter to order the return to Korea of these Korean vessels.
