Supplementary to my cable MTB-119 of August 1, on meeting with Japanese Vice Minister Yamada.
Item 1. In addition to heated arguments with regard to the contents in the Japanese reply Aide Memoire concerning my remark on the mutual repatriation of detainees as mentioned in Item One of my cable MTB-119, I further proposed that the wording in the first paragraph of the Aide Memoire "to resume the overall talks …, without condition on the part of the Korean side, …" be changed to read that "to resume the overall talks unconditionally …" and also the wording "Government of Japan desires that this will be executed without hindrance before the resumption of the overall talks" at the last of the Memoire, bo changed to read that "the Government of Japan desires that this will be executed as soon as possible." However, Japanese side kept its insistence to the last that it was unnecessary to comply with our request.
Item 2. Thus, at tentative translation into Korean of the original Aide Memoire in Japanese language read as follows:

재일한국대표부 유대사가 1959. 7. 31일 후지야마 외무대신과의 회담에 있어서 제의한 한국측으로서는 하등 조건을 부침이 없이 가능한 한 속히 일한전면회담을 재개하고 싶다는 한국정부의 제안에 관하여 후지야마 대신은 여기에 다음과 같이 회답한다.
일본정부 는 한국정부 가 일한관계의 대국적 견지에서 제안한 제안을 환영하여 양국 관계 전반의 정상화를 가능한 한 속히 실현하고자 한다는 진지한 회답에서 한국정부의 전기 ▣▣을 ▣▣하여 일한 전면회담의 조기 무조건 재개를 승락한다. 더욱 전기 회담시 유대사로부터 후지야마대신에게 대하여 제안이 있든 부산에 수용되있는 일본인 어부와 오무라에 수용되있는 한국인의 상호 송환에 관하여 일본정부 는 이것이 일한회담 재개전에 지장없이 실시되도록 요망한다. ▣경 소화 34년 8월 1일
Item 3. Translation into English of Japanese Aide Memoire received from Japanese Foreign Ministry reads as follows:
Translation. Aide Memoire. With reference to the proposal of the Government of the Republic of Korea to resume the overall talks, without any condition on the part of the Korean side, at the earliest possible date, which was made through Ambassador Tai Ha Yiu of the Korean Mission in Japan in his conversation with Minister for Foreign Affaire Aiichiro Fujiyama on July 30, 1959, the Minister of Foreign Affairs wishes to reply as follows: The Government of Japan welcomes this proposal made by the Government of the Republic of Korea from a broad viewpoint of the relation between Japan and the Republic of Korea, and duly taking note of the above-mentioned representation by the Korean side, agrees to the unconditional resumption of the overall talks at an earliest possible date, from its unchanging sincere desire to normalise relations between the two countries, as promptly as possible. With regard to the mutual repatriation of Japanese fishermen at Pusan and the Koreans kept at Omura as formally proposed to the Minister for Foreign Affairs by Ambassador Yiu during the above-mentioned conversation, the Government of Japan desires that it will be carried out without any hitch before the resumption of the overall talks.
