Dear Mr. Minister:
I wish to acknowledge with appreciation the receipt of your letter of January 17, 1958, regarding the question on not releasing the U.S. Memorandum.
I appreciate your sympathetic understanding toward my having gone through difficult negotiations to the last moment on this question. The circumstances leading to such understanding were reported in detail in my official letter, Hanildai Jung No.1898 of January 3.
In this connection I am glad to note that the US Embassy in Seoul has agreed with our side on not releasing the Memorandum and 1 believe this will be helpful, when this office insists to the Japanese side in the future that the Memorandum continue to be kept secret.
The said understanding reached with the Japanese side, as you are no doubt aware, makes it obligatory for the Japanese side to conduct prior consultation in the event it should attempt to take up the matter on the release "in future", and it goes without saying that this office will not agree to release the Memorandum, even if such consultation is made in the future•
