Excellency:
As Your excellency will mind under seperate cover I am sending this week my analysis of the US memorandym concerning the property claim.
The Japanese have already shown willingness to withdraw the Kubota statement and the property claim in an official note verbale to our side. In this connection it is very important to set▣...▣ U.S understanding and support of our stand in regard to the eight-point property claims against embassador Dowling is familiar with our problems, as reported separately (though Japan agreed to discuss this point).
Another point on which I would like to be instructed is, am I authorized to express, in the Agreed Minutes, our view that the Korean side is of the same opinion with regard to the US memorandum.
All the five draft documents sent separately will be signed by Mr. Kishi in his capacity as foreign Minister, in finally approved by our side. However,if Your Excellency feels that Japanese commitments are insurficient in any way, or the time is not opportune to linalize the informal talks,I would like to be so instructed.
