According toreliable sources approximately 445,000 of the Korean residents in Japan were born in the Republic of Korea or are descendants of families born there, whereas 167,000 were born in North Korea or born to families from that region.
Another reliable source estimates that owing to the vigorous activities of the pro-Communist organization Chosen Soren, approximately 330,000 of the Korean residents now indicate some degree of allegiance to the Communist regime in North Korea, whereas 150,000 are still loyal to the Republic of Korea.
Although estimates of the number of Koran residents in Japan who might be villing to go to North Korea vary widely, the most objective estimate to date seems to indicate that unless an alternative progran for repatriation to the Republic of Korea is offered them, some 75,000 may decide to go to North Korea.
* Amb. Dowhing handed this data to Foreign Minister Cho on September 9, 1959, in their conversation on the Korean-Japan overall Talks.
