3. Gist of Talks:
Mr. Awasawa:
I had a word with those who were from the authorities concerend in connection with the Korean proposal to attach the proviso reading "as of November 6, 1951" to the proposed agenda item (d). At a meeting, that were against the proposal under an apprehension that it would result in obliterating the problem of "141 fishing vessels" forever from this Subcommittee. However, they were of the opinion that it would be all right with the Japanese side if the wording "as adopted on November 6, 1951" be employed for all the four agenda items.
Mr. Lee:
The Korean side finds it natural and necessary to add to the proposed agenda item (d) the wording, as of november 6, 1951, in view of the proceeding of our meeting up to this session. To employ, moreover, the wording, adopted in November 6, 1951, for all the four agenda items is to bring back our discussion to the very inception and to report our talks on the adoption of agenda items (a) and (b), which have already been adopted. Furthermore, this will doubtless make the proceeding of this
Subcommittee more complicated.
Mr. Awasawa:

Mr. Lee:
In order to forestall possible confusion and to ▣...▣e, smooth operation of our meeting, I would like to ask the Japanese side once again to reconsider the proposal with sincerity and to accept it under a more constructive and farsighted idea.
Mr. Awasawa:
There is no denying that the Japanese side has discussed the problem with sincerity. Now, what I really want to ask the Korean side is that the both side make compromise with respect to the proviso, as of November 6, 1951, and proceed with substantial natters as who se possible.
Mr. Lee:
Let us net repeat the same story any more. The key to an amicable settlement of the issue is, above all, the sincerity on the part of the Japanese side.
Mr. Awasawa:
The Japanese side has as far shown its utmost sincerity in the course of our discussions at this Subcommittee. A solution to this problem, I think, may be found by referring it to the high levels of the both sides. Of course, this does not mean that we go into recession and do nothing until such time as the problem be settled between the high levels. what I mean is that, pending its decision by the high levels of the both sides, we will rather get down to substantial matters at this Sub-committee. I do not think it is wise for the one side to press forward the other side to make an one-sided concession.
Mr. Lee:
Though you say that the Japanese side made concessions, it was, on the contrary, the Korean side which made a good deal of compromise. For exemple, though the Korean side raised objection when the Japanese side had brought out the problem of the so-called "141 fishing vessels" which had had nothing to do with the subjects of discussions at this Subcommittee and, furthermore, had run counter to the Agreed Minutes of December 31, 1957, the former kept silence, just taking note of it, when the latter stated at last to the effect that it would refer to its high level the problem of the so-called "141 fishing vessels."
I can show you another examples that the Korean side made concessions in the course of our dissussions. None-the-less, I think we may as well not talk about which sids made more compromise to the other side, because that will be little condusive to the solution to the outstanding issues. Therefore I am of the opinion that we had better settle this matter once and for all by agreeing to attach the proviso, as of November 6, 1951, to the proposed agenda item (d).
Mr. Awasawa:

Mr. Lee:
If you have any constructive idea for working out the problem. please tell it to me.
Mr. Awasawa:
Let me propose that this matter be informally negotiated between Mr. Choi and Mr. Takano before we hold next meeting.
Mr. Lee:
How about an informal meeting between the chief members of the both sides? As far as I am concerned. either way will do.
Mr. Awasawa:
So is my opinion.
Mr. Lee:
Then. let Mr. Takano and Mr. Choi negotiate on this matter, first, and we will meet later. if it does necessary.
Mr. Awasawa:
No objection.
Mr. Lee:
What date do you suggest for the next meeting?
Mr. Awasawa:
Let us decide if after Mr. Takano, and Mr. Choi have talked over the issue.
Mr. Lee:
I think we had better set the date, Now, how about. next Friday?
Mr. Awasawa:
That will do. And what time?
Mr. Lee:
10:30 a.m
Mr. Awasawa:
No objection.
Mr. Lee:
Concerning press release, let us do the same way as we did at previous meetings.
