With regard to the question of legal status of Korean residents in Japan, the Korean Delegation wishes to state as follows:
The Korean Government wishes to encourage mass repatriation of Korean residents in Japan and take every possible measure to implement this policy."
The Korean Delegation, therefore, wishes to propose the following ESSENTIALS OF DRAFT AGREEMENT FOR LEGAL STATUS OF KOREAN RESIDENTS IN JAPAN :
1. The two Governments assure that Korean residents in Japan shall freely repatriate to the Republic of Korea and no restriction be imposed upon the property they will carry with them.
2. For the forced immigration of Koreans into Japan in the past, the Japanese Government makes compensation, which fund will be used for resettlement of Korean repatriates.
3. After the implementation of mass repatriation of Korean residents in Japan, the two Governments make further consultation to regulate legal status of those Korean residents in Japan who do not wish to repatriate to the Republic of Korea.
Remarks : The words "to regulate legal status of those Korean residents ..." mean that the other two problems should be settled later. The Delegation should persuade in appropriate manner the Japanese side not to dispose unilaterally of the other two problems pending discussion of the problem of those who wish to repatriate to the Republic of Korea.
